Both floods and cyclones are natural disasters.
The temperatures of atmosphere above sea / ocean have increased over last few decades. This is due to global warming, pollution, dust, burning carbon particles, fuel particles, greenhouse gases being present in atmosphere. Due to these, the number of cyclones have increased, the strength of cyclones has increased too. Cyclones cannot be controlled or eliminated, unfortunately.
Also the onset of monsoons are probably delayed or became untimely due to man made activities of deforestation and pollution. Floods can be managed better by construction of dams, reservoirs and canals.
So the man contributed to increased destruction due to floods and cyclones.
