9 {a}^{2} - 6a + 1

9 {a}^{2} - (3 + 3)a + 1

9 {a}^{2} - 3a - 3a + 1

3a(3a - 1) - 1(3a - 1)

(3a - 1)(3a - 1)

 {(3a - 1)}^{2}
