Final Answer : (2x-y+4)(6x-3y+2)

Steps :
1) Let t = 2x-y

Given equation is:
 {3(2x - y)}^{2} + 14(2x - y) + 8 \\ = > 3 {t}^{2} + 14t + 8 \\ = > 3 {t}^{2} + 12t + 2t + 8 \\ = > 3t(t + 4) + 2(t + 4) \\ = > (t + 4)(3t + 2) \\ = > (2x - y + 4)(6x - 3y + 2)
