a - b - 9 {a}^{2}  + 9 {b}^{2}  \\  = (a - b) - 9( {a}^{2}  -  {b}^{2}) \\  = (a - b) - 9(a - b)(a + b) \\  = (a - b)(1 - 9(a + b))  \\ = (a - b)(1 - 9a - 9b)
