a.I think that it does not grow because the method of cutting is not correct.
b.That for growing a sugarcane ,the stem should be cut horizontally in furrow but not upright.
so that shorts of stem will start to grow from the nodes of the stem breaking.
For roses ,they can be grown by seeds with an equal mixture of soil and sand peatmoss.Once seedlings have obtained their second and third leaves are transplanted in garden so that they can grow.
