This statement can be suitable for school children but not for others. If punishment is given for breaking rules it means it shows the importance of rule and those particular rules should be obeyed. Removing punishment means the rule has no value and students will keep violating the rules. If some students are not doing home works and not scoring good marks in exams, if those student get punishment for not doing homework than the next day he/she dose their homework because of fear of getting punishment.
