The Parliamentary system of government is a form of government in which the power to make and execute laws is held by the Parliament. In India, Parliamentary form of government exists at both the Centre and the States.  The President of India is only a Constitutional head. The real powers are enjoyed by the Prime Minister who is aided by the Council of Ministers.  

India has a Cabinet system of government. The Cabinet is composed of a small but important body of senior leaders of the party, who are included in the Council of Ministers. The Cabinet is the pivot around which the whole administration revolves.
