Charles Cornwallis was the first Governor General of India who ruled the state from 1786-93. He introduced several administrative reforms in India, yet his First Plan of 1787 was one of his biggest achievements in India.
First Plan 1787, was a judicial reform under which the revenue and judicial sector were combined. Lord Cornwallis on the instruction of the Court of Directors was told to hand over the collection of revenue and trials on revenue disputes to one one authority, The Collector.
Cases in the Mal Adalat(Revenue Court) could be questioned, however civil dispute were unquestionable and the Collector was the sole judge of it, the only magistrate.
The purpose of this plan was to reduce expenses for the British government. They combined different sectors under one, the Collector.
