When the availability of resources becomes less, the people at the lowest section of the society are the ones who get hit hard without any access to the resource. Water is on the verge of scarcity. So, it is obvious that the rural people are the ones who are more adversely affected.

Amongst the rural people, based on the societal norms, the women are considered to be the weaker people. They are the ones who are obliged to do all the household chores. They keep waiting in long queues for long times to fill a pot of water that is supplied by the municipality. Also, since the women usually stay at home and take care of the home, its people and all related work, handling water is considered to be their responsibility as they spend more of the water.

Since most of the chores and responsibility of handling water like its quantity, quality, access, collecting water, storing water, using water for cooking, washing etc. is done by the women, their opinion was more important about water scarcity than the men. Most of the women reported that they were insecure about the scarcity of potable water.
