There are many ways you can sort this out (I'm gonna tell only 2).
1. we have a negative rational number on the left side and a positive rational number on the other side ,
as you might know that positive numbers are always greater than negative numbers no matter what, so you can just blindly fill it as
(-3/7) < (2/3)
2. Cross multiplicate the terms kid and you'll get -9 on left side and 14 on the other side.
As one can clearly see that the greater number here would be definately 14.
So,
-3/7 < 2/3.
