First take the Denominators and find the Lcm of the denominators i.e (Lcm of 2 and 4 is 4) .
Then 1/2 = 1x2/2x2 = 2/4
Since there are no numbers between , then take the next Lcm 
i.e 2 and 4 Lcm = 8
Then take 1/2 = 1x4/2x4 
and , 1/4 = 1x2/4x2
Then rational numbers between 4/8 and 2/8 . 
Still the 10 rational numbers don't come . 
So , take a bigger Lcm of 2 and 4 i.e 44
1/2= 1x22/2x22 = 22/44
and, 1/4 = 1x11/4x11 = 11/44
Ten rational numbers are :
12/44,13/44,14/44,15/44,16/44,17/44,18/44,19/44,20/44 and 21/44 .
