To be divisible by 3, sum of all digits of a number must be multiples of 3.
here,
7+b+2+5= 3x
b= 3x-14,
(b should be positive, so put x values accordingly)
To be divisible by 5, last digit must be either zero or five.
7b25 has five in it's last digit.
So the above number is always divisible by 5 no matter what value you put for b.
