If zeros are a and b then we can write equation as

(x-a)(x-b)=0

Given roots are -3,-1

so plug them into above formula

(x--3)(x--1)=0

(x+3)(x+1)=0

 x^2+1x+3x+3=0

 x^2+4x+3=0

Hence final answer is  x^2+4x+3=0
