Here is ur answer
Let the number of literate people be 2x. 
That means the number of illiterate people, according to our ratio, is 5x. 
And the TOTAL number of people in the town is the literates plus the illiterates, or 2x + 5x, which is 7x. 

And we also know 
2x + 9000 = 5x 

Now we can solve for x
2x + 9000 = 5x 
9000 = 3x 
3000 = x
And since the population of the town is 7x, that means the population is 21,000
