Answer:

First Answer: 82'30°E has been selected because India is a vast country and have a great difference in sunrise timing along East in Gujrat and West in Arrunachal Pradesh. Hence, it is necessary to have a specific time all over the India which is done by taking Standard Meridian of India at 82.300East at the Tropic of Cancer passing through the middle of India.

Second Answer: This is due to the fact that Kanyakumari being towards south of India is located near the equator , while Kashmir is away from the equator (in the temperate zone).

Since days and nights are of almost equal length near the equator , Kanyakumari hardly experiences differences in durations of days and nights , but Kashmir experiences longer days and shorter nights in summer , and shorter days and longer nights in winter (as most places do).Hence, difference between the duration of day and night hardly felt in Kanyakumari but not so in Kashmir.
