In the morning the Sun rays take the longest distance to travel to the Earth's surface forming long shadows while at noon, it is vertically overhead and thus rays have to travel the shortest distance forming short shadows..

in morning and evening the sun is far away from our head so its rays take more time to reach to us and form a large shadow and at the noon the sun comes just above our head which make the rays to travel short distance and shadow smaller in compare to morning and evening.
