As question to find 10 then just add 1 in 10. It will be 11.

Now multiply and divide by 11 in both given rational numbers.

1 / 2 x 11 / 11 = 11 / 22 and  

-1 / 3 x 11 / 11 = -11 /33  

As the denominators are different we will take LCM as 66.

Now the rational numbers are 11 / 66 and - 11 / 66.  

In between them the ten rational numbers are: - 11/66, 10/66, 09/66, 08/66, 07/66, 06/66, 05/66, 04/66, 03/66, 02/66 and so on.
