by  factorisation of 941.:
  you get 1X941    [941 is a prime number]
 So, it;s not a perfect square

By Prime Factorisation of 961:
  you get, 31X31  
So, it's a perfect square.

The square root of 941 is 30.67.........   It is a prime number. Therefore, It's not a perfect square.
The square root of 961 is 31
31*31 = 961 And it is a prime number and also It is a perfect square
