to find the perimeter we have to find the length of third side.

h^2 = b^2 + p^2

h^2 = 10^2 + 10^2

h^2 = 100+100

h^2 = 200

h = √200

h = 10√2

perimeter = a+b+c

perimeter = 10+10+10√2

perimeter = 20+10√2
