For quadrant having , r = 28 cm
area of bigger quadrant is= 1/4 × 22/7×28×28
= 22× 28
=616cm^2
For smaller quadrant, r =21
area of smaller quadrant is = 1/4 × 22/7 × 21 ×21
= 346.5cm^2
:. area of bigger quadrant - area of smaller quadrant = area of shaded part
616 - 346.5 =269.5 cm^2
Ans = 269.5cm^2
