d=28cm
h=20cm
r=d/2 = 28/2 = 14cm
v =  \pi r^2 h 
= 22/7*14*14*20
=12320cm^3 
1cm^3=1/1000l
therefore 12320cm^3 = 12320/1000=12.32 l

Given that -
r = 28/2 = 14 cm

h = 20 cm

Volume / capacity of cylindrical container = πr^2h

=> 22/7×14×14+20

=> v = 12320 cm^3
=> v = 12320/1000 = 12.320 ltrs^3

Hence the capacity of the container is 12.320 ltr^3
