Concentration is nothing but simple ratio of mass of  solute and

volume of solution .

In formula term we can write it given question as

Concentration ( W / V ) = Mass of NaOH / volume of water.

Coming back to your question .

We have 10 gram of NaOH  and 15 gram of water.

We know that

Volume of water = 1 g / mL

So , 15 g of water = 15 mL

Now put the values in formula we get

Concentration ( W / V ) = 10 / 15 g / mL

Concentration ( W / V ) = 0.667 g / mL

Thus we get Concentration mass by volume  = 0.667 g / mL .
