0,0 satisfies above

6+2+a = 0

a=-8

therefore equation is

x+2*x+3+y-1*y-2 -8(x+y+1) =0

by comparing with above you can get radius and center of circle

this can be also solved by perpendicular bisectors method

perpendicular bisector of 0,0 and -2,1 = 2x-y+5/2 = 0

perpendicular bisector of -2,1 and -3,2 = x-y+4 = 0

intersection of perpendicular bisectors gives centre

x=3/2 and y=13/2

and distance of this from one of the coordinate gives radius
