To tile a rectangular plot of land, we have to find the area of the plot.

Length = 400 m and Breadth = 100 m

Area = L × B 

= 3

400 × 100

Area of the plot = 40000 sq m

The cost of tiling per 100 sq m = $ 8

So, the total cost of tiling = (8 × 40000)/100

Total cost = $ 3200

Length of rectangular park (L) :- 400m

Breadth of the park (b) :- 100m

Area of the rectangular park:-

l \times b \\  =  > 400 \times 100 \\  =  > 40000cm {}^{2}

Cost of tilling :- 8 rupees/ 100 sq. m

cost \: of \: tilling \: 1 \: cm {}^{2} =  \frac{8}{100}  rs

So, cost of tilling 40000 sq. cm:-

 \frac{8}{100}  \times 40000 \\  =  > 8 \times 400 \\  =  > 3200

So, it will cost 3200rs.
