Parallel lines have equal slopes, so your line must have sloop of 2/3, and again it passes through (1,2)

So equation of such line is,y = mx+c

2=(2/3)(1)+c,

or, c=4/3

then equation of line is : y=(2/3)x + (4/3)

or, 3y = 2x + 4
