equation of line is x - 2y +3 =0

2y = x +3

y =  \frac{1}{2} x +  \frac{3}{2}


Compareing it to y = mx + c

m =  \frac{1}{2}

Now, the shield of perpendicular lines

 =  -  \frac{1}{m}  =  -  \frac{1}{1 /2}  =  - 2

Here the equation of line going from shield = -2 and point (1 , -2)

  y  - y1 =  -  \frac{1}{m} (x - x1) \\  \\ y + 2 =  - 2(x - 1) =  - 2x + 2 \\  \\ y =  - 2x
