This is the case of a Wheatstone bridge,

When ratio of value of resistance of resistors on left and right side of the midlle resistors is the same, no current flows through the midlle resistor.

Therefore, the circuit simplifies to a pair of 4-ohm resistors in parallel

Effective resistance = (4*4)/4+4 = 16/8 = 2 ohms
