Is raining should be replaced with has been.

So we can write correct sentence like this-

It has been raining since last Monday.

In the given sentence some action is already completed in the present but it still going on that's why we have to use present continuous tense.

We have to use has been or have been according to the subject available in the given sentence.

So here in the given sentence subject is it which indicates singular form so we should use has been.
