9xy^3= 3×3×x×y×y×y
3x^4y^4=3× x × x × x × x ×y×y×y×y
common factors are x×y×y×3= 3xy^2
greatest common factor is 3xy^2
i hope it will help you

6x²y² = 2 × 3 × x² × y²

9xy³ =  3 × 3 × x × y² × y

3x⁴y⁴ = 3 × x² × x² × y² ×y²

from this, a common factor that has appeared the greatest number of times is 3xy²

therefore the HCF is 3xy²
