We should note two things:

As 40 end with 0, the number we are interested in, also needs to end with 0.

For any number to be divisible with 4, the last two digits must be divisible with 4.

The largest 5 digit number (in the base of ten) is 99 999

So the biggest 5 digit number divisible on 40, must be the biggest below 99 999.

Now 100,000 is divisible with 40 since the 3 last digits, 000, are divisible (or: all thousands are divisible with 40).

We, therefore, just need to subtract 40 from 100,000

and end up with 99 960 as the number we seek.
