Said that r is 1 m so,

F= kqQ.....................(1)

Now the thing to remember here is that at higher secondary level of physics we usually assume in whole physics that smallest charge is an electron(e)…although at higher level there is also smaller charge exist that are quarks but we usually don't use it.

So from equation (1), we can say that, if we want our force to be least then our charges should be small or least as K is constant so force will not depend on it.

So as discusssed above that smallest charge value we can considered as charge on an electron, so we assume our both charges to be an electron.

Then equation can be written as

F=ke²........................

where e denotes our charge and that is nothing but charge of an electron.
