the answer is

=M=no. of moles of solute /volume of solution in L

No of moles = M*volume of solution in L

=3*0.1 (1L=1000ml)

=0.3 moles

Wt. Of Na2CO3 =no of moles * molecular mass of Na2CO3

=0.3 *106

=31.8 g
