Lets list out the numbers between -11 and 11:

-11,-10,-9,-8,-7,-6,-5,-4,-3,-2,-1,0,1,2,3,4,5,6,7,8,9,10,11

The numbers divisible by 2 are: -10,-8,-6,-4,-2,0,2,4,6,8,10 > 11 of them
The numbers divisible by 3 are: -9,-6,-3,0,3,6,9 > 7 of them

Now out of a total of 18, there are 3 common numbers, namely -6, 0 and 6.

Hence the total numbers that are multiples of either 2 or 3 between -11 and 11 will be 15.

So our answer is D
