Let molarity of HCl be M1 and vol be V1

M1v1 = 0.1×40 = 4

Let molarity of NaOH be M2 and vol be V2

M2v2 = 0.45×10= 4.5

Clearly m2v2 >m1v1

Therefore resulting solution will be basic. So molarity if resultant solution ll be

M = m2v2 - m1v1/ v1 + v2 = 0.01

pOH = -log(0.01) = 2

Therefore, pH = 14 - pOH = 12.
