So, Acc. to question , the distance between the point P(0,y) and Q(-5,7) is 13 units

So , PQ = 13

Squaring both sides,

=} (-5)² + 49 + y² -14y = 169

=} 25 +49 -169+y²-14y = 0

=} y²+14y-95 = 0

=} y²+19y -5y-95 = 0

=} y(y+19) -5(y+19) = 0

So, x = -19 or 5
