In leap year, February has 29 days. When we convert into weeks, it's gotten that February has 4 weeks and 1 odd day. (Odd day means day which remains as a week incomplete. If a week has only 1 day, we can say the 1 day as odd.)

In the 4 weeks, there would be 4 Tuesdays. If the odd day is Tuesday or the month starts in Tuesday, there would be a total of 5 Tuesdays in the month.

Now let's have a look at here.

Like 5 Tuesdays, (1)

In leap year, February should have 5 Sundays. (2)

In a leap year, February should have 5 Mondays. (3)

In a leap year, February should have 5 Wednesdays. (4)

In a leap year, February should have 5 Thursdays. (5)

In a leap year, February should have 5 Fridays. (6)

In a leap year, February should have 5 Saturdays. (7)

Here, we get 7 chances for a particular day to have been 5 days in February in a leap year. This is the total outcome.

Among the 7 chances, 5 Tuesdays is one among them. This is the favour outcome.

∴ The probability that the month of February of a leap year having 5 Tuesdays is 1/7.

Hope this is understood by you.
