use
x^2-x(sum of zeroes)+product of zeroes
x^2-8/3x+7
or
3x^2-8x+21

Sum of zeroes = -8/3

Product of zeroes = 4/3

Required quadratic polynomial is

x2 - (-8/3)x + 4/3

or 3x2 + 8x + 4

Now, this polynomial can be factorised as below:

3x2 + 8x + 4

3x2 + 6x + 2x + 4

3x(x + 2) + 2(x + 2)

(3x + 2)(x + 2)

Thus, the zeroes are -2/3 and -2.
