3 {x}^{2}   - 2x + 1 = 0

a = 3

b = -2

c = 1

Sum of the roots = -b/a = -(-2)/3 = 2/3

Product of the roots = c/a = 1/3

ratio =

2/3 : 1/3

= 2 : 1

Therefore, ratio between sum and product of the roots of given equation is 2:1.
