let coordinate on y axis be (0,y)

let ratio be k:1

so (-3,6) (12,-3)
will be divided in ratio k:1 at point (0,y)

0 = k(12) + 1( -3))/ k+1

0 = 12k -3

k = 1/4

y = k (-3) + 1( 6))/ k+1

put k= 1/4

y = -3/4 + 6 )/ 5/4

y = 21/4/ 5/4

y =21/5
