As O(x,y) is equidistant from P(7,1) and R(3,5) :
PO = RO
=> √(7-x)²+(1-y)² = √(3-x)²+(5-y)²
=> √x²-14x+49+y²-2y+1 = √x²-6x+9+y²-10y+25
=> x²-14x+49+y²-2y+1=x²-6x+9+y²-10y+25 (Squaring Both Sides)
=> -8x+8y+16=0

=> 8x-8y-16=0
