Here,

$ \rm{Radius = \frac{3.5}{2}}$

  = 1.75

Area :-

4\pi  {r}^{2}

 = 4 \times  \frac{22}{7}  \times  {1.75}^{2}  \\

 = 4 \times 3.14 \times 3.0625

 = 12.56 \times 3.0625

 \rm{ = 38.465  \: {cm}^{2} }
