Solution:

Vowels = A, E , I , O, U

Consonants - all other than vowels

PROJECT

Vowels  - O & E  -  2

Consonant  P , R , J , C & T - 5

Numerator  =  number of vowels in PROJECT = 2

Denominator  =  number of consonants in PROJECT = 5

Rational number =  Numerator/Denominator

Rational number = 2/5

2/5 is the rational number in which numerator is equal to the number of vowels in the word "PROJECT" and denominator is equal to the number of consonant in the same word.​
