By convention, we divided the earth into 360 degrees of Longitude beginning at the Greenwich or prime meridian. Therefore, for every 15 degrees of Longitude moving either East or West, the time changes by one hour. If the local time is 09:00 at 45 Degrees East it will two hours EARLIER at 15 Degrees East because it will take the sun an additional 2 hours to be at the same height when it arrives there. Therefore, the time at 15 Degrees East will be 07:00. This assuming there are no local time zones or daylight savings time adjustments involved.

The local time is always earlier when we compare our position to one more Easterly from ours because the sun has already been there (so it is later there). Likewise, the local time at our position is always later when compared to a position more Westerly from ours.
