Final Answer :
18 \times {10}^{5} \: units

Steps and Understanding :
1) Let the new units be L, M, T where
1 L = 10 cm
1 M = 1 kg
1 T = 30 s

2) Now,
1 m = 10L
1 Kg = 1 M
1 s = 1/30 T

3) We have,
20 J = 20 kg m^2/s^2

 = 20 \: kg \: \frac{ {m}^{2} }{ {s}^{2} } \\ = 20 \times 1 M\: \times \frac{ {(10L)}^{2} }{ { (\frac{1}{30} T)}^{2} } \\ = 20 \times 1 \times {10}^{2} \times {30}^{2} \\ = 18 \times {10}^{5} \: units \:

4) Therefore, Value of 20J in required system of units is 18 * 10^5 .
