find the value of a and b so that
8 {x}^{4}  + 14 {x}^{3}   - 2 {x}^{2} + ax + b
is exactly divisible by
4 {x}^{2}  + 3x - 2

Reminder = (7+a)x+(b-2)

As in the question, it is given that the Polynomial given is completely divisible.

So, the r (x)=0

Therefore,

(7+a)x+(b-2)=0

So, (7+a)x=0 and (b-2)=0

Therefore , the values of a and b are (-7) and 2 respectively.
