comparing the above eq. with the std. form 
a1x+b1y=c1
a2x+b2y=c2
a1=2,b1=-k,c1=-3
a2=4,b2=6,c2=5
this pair of eq. represents parallel lines 
therefore, a1/a2not equal to b1/b2 =c1/c2
-k/6=-3/5
-k=-3*6/5
-18/5
-k=-3.6
k=3.6
