Given :

The mean of the data 35, 21, x, 30, 35, 38, x is 33 and both the numbers are same.

To Find :

Value of x.

\sf Mean =  \frac{35+21+x+30+35+28+x}{7}

\sf \implies 33 = \frac{149+2x}{7} \\ \\ \implies \sf 33 × 7 = 149+2x \\ \\ \sf \implies 231=149+2x \\ \\ \sf \implies 2x = 82 \\ \\ \sf \implies x = \cancel{\frac{82}{2}} = 41 \\ \\ \implies \boxed{\tt x= 41}
