 \frac{ (- 19) {}^{11}}{ (- 19) {}^{15} }  =  \frac{1}{( - 19) {}^{x} }  \\  \\ ( - 19) {}^{11 - 15}  = ( - 19) {}^{ - x}  \\  \\ ( - 19) {}^{ - 4}  = ( - 19) {}^{ - x}  \\  \\ since \: base \: are \: equal \: so \: power \: are \: also \: equal \\  \\ therefore \\  \\ -  x =  - 4  \\  \\ x = 4 \\  \\ hope \: it \: helps
