Since we have parallel lines which means slope are equal.
find slope of first line we get:
ky=-2x-3
y=-(2/k)x -3/k
slope is -2/k eq (1)
now find slope of 2nd line we get:
6y=-4x+5
y=-(4/6)x +5/6
slope is -4/6 eq (2)
make both eq equal we get
-2/k = -4/6
k=3
