If we double the first equation, we get second one:

2*x^2-2*4x+2*1.5=2*0

2) 2x^2-8x+3=0

So they are same

X^2 -4x + 1.5= 0 ; 2x^2 -8x+3 = 0

1/2 = 4/8 = 1.5/3

1/2= 1/2 = 1/2

A1/A2 = b1/b3 = C1/C2

So , it is consistent .....
